2017年，“一带一路”进入加速期。“一带一路”沿线国家在基础设施建设、产能等领域存在巨大的合作空间，也在释放大量钢铁需求。作为基础设施建设必须的钢铁产品，我国钢铁行业出口可能将进入风口期。然而作为“一带一路“线上的国家—印度为了为保护本国钢铁企业，加速发展印度钢铁工业频繁针对中国钢材发起反倾销以及强制认证门槛等提高贸易壁垒，导致中国出口印度的钢材量下降明显。

据杭州佳度检测印度办事处反馈，2017年11月1号印度钢铁司技术部颁布了关于新增19类钢材强制bis认证的意见稿的法案。法案要求相关方（进口商，出口商，贸易商，政府组织）等最晚在2017年11月前将相关意见递交至印度钢铁部。
